Tesla And 2024?

Hello all!

Looks to me like Tesla is not registered to do the point of sale federal discount, Am I correct in reading that from the above info?
IF so How does that work in 2024 for Tesla customers?
Do we get a receipt from Tesla and then have to file that with the IRS for the discount, kind of like how it works now I guess?

This stuff is driving me nuts.

Only currently available are "placed in service" 1/1/2023 -4/17/2023 and 4/18/2023 - 12/31/2023.

But the Cybertruck is listed as entered service in 2023:

Was holding out till 2024 to do the Point of Sale discount for a AWD MY but now it seems Tesla is not doing that?
Getting a straight answer on this seems way too difficult!
