The lead vehicle that's being drafted does not have to push any 'extra' air out of the way for the drafting vehicle.
In fact, the drafting vehicle fills up the low-pressure zone somewhat, and can actually reduce the pressure of that zone. This is why trucks and hyper-miler cars have those skirts on the back, to fill in that space.
Skirts are better than drafts, clearly, tho.
